The sudden blast of an emergency warning from your mobile phone can be alarming, particularly when it arrives without warning and your handset was sitting quietly on a table moments earlier.
But how does the UK's Emergency Alerts system actually know which phones to contact, can the Government see where you are, and why might someone standing next to you in Newcastle receive an alert when your phone remains completely silent?
The technology behind the warnings is quite different from an ordinary text message. It is designed to reach large numbers of people quickly when authorities believe there is a serious threat to life.
For people across Newcastle and the wider North East, that could mean warnings about severe flooding, extreme storms, wildfires or another major emergency developing nearby.
Here is how the system works and what happens behind the scenes when that distinctive siren suddenly sounds.
How do UK Emergency Alerts actually work.
The most important thing to understand is that an Emergency Alert is not a conventional text message.
The system uses technology known as cell broadcasting. When authorities need to issue a warning, mobile phone masts covering the affected geographical area broadcast the alert to compatible devices connected within their range.
That means an alert intended for Newcastle could effectively be broadcast from mobile infrastructure covering the relevant area. Compatible devices connected to those masts can then receive the warning.
The Government does not need to compile a list of Newcastle residents and send messages individually.
This approach also allows alerts to be geographically targeted. A warning concerning an incident affecting one part of the country does not necessarily need to interrupt millions of people elsewhere.
Does the Government know where your phone is.
This is one of the biggest questions surrounding Emergency Alerts, but receiving one does not mean the Government has tracked your individual phone.
According to official Government guidance, authorities do not need your telephone number or location to send an alert. Personal information about you, your device or your location is not collected or shared through the Emergency Alerts service.
Instead, the relevant mobile masts broadcast the warning.
Think of it less like receiving a personally addressed letter and more like hearing a public announcement while standing inside a particular area.
There is also no requirement to register for Emergency Alerts, provide personal information or download an app.
Why does the alert make such a loud noise.
Emergency Alerts are deliberately difficult to miss.
When an alert arrives, a compatible phone can produce a loud siren-like sound and vibration for around 10 seconds. The warning can sound even when a handset is switched to silent.
A message appears on the screen explaining what has happened and what the recipient should do. Depending on the device's accessibility settings, the message may also be read aloud.
The intention is straightforward. If there is an immediate danger to life, authorities want people to notice the warning quickly rather than discovering an ordinary notification several hours later.
Once the sound stops, users can dismiss the notification and continue using their device normally.
Will every phone in Newcastle receive an alert.
Not necessarily.
The UK system operates across 4G and 5G networks. A device that is switched off, connected only to a 2G or 3G network, Wi-Fi only or incompatible with the technology will not receive an alert.
Phones in airplane mode may also fail to receive one.
Government guidance says Emergency Alerts work on iPhones running iOS 14.5 or later and Android phones and tablets using Android 11 or later. Some devices using earlier versions of Android can also receive them.
That helps explain why two people in the same Newcastle home, office, pub or Metro station might have different experiences.
One person's handset could sound while another remains silent because of its software, network connection or settings.
How much of Britain has suitable mobile coverage.
The reach of the system is closely linked to Britain's mobile infrastructure.
Ofcom's Spring 2026 Connected Nations update estimates that around 96% of UK landmass has good outdoor 4G coverage from at least one mobile network operator. Coverage from all operators is predicted across approximately 84% of UK landmass.
Outside UK premises, individual mobile operators maintain at least 99% 4G coverage.
5G is continuing to expand too. Ofcom says outdoor 5G Standalone coverage among the three operators that have deployed it ranges from approximately 49% to 85%.
Separate Ofcom research covering mobile connections between October 2024 and March 2025 found 71% were using 4G and 28% were using 5G. Just 0.7% were on 3G and 0.2% on 2G.
For a system that depends on 4G and 5G networks, those figures help explain its potential to reach huge numbers of people quickly.
When has the Emergency Alerts system been used.
Britain's first nationwide test took place in April 2023, but the technology has since been used during genuine emergencies.
Around 3.5 million people across Wales and south-west England were sent an alert during Storm Darragh in December 2024.
An even larger warning followed during Storm Éowyn in January 2025, when approximately 4.5 million people in Scotland and Northern Ireland received an Emergency Alert after a red weather warning signalled a risk to life.
Smaller, highly targeted warnings demonstrate another side of the technology.
Around 50,000 phones were warned following the discovery of an unexploded Second World War bomb in Plymouth in February 2024.
The ability to move between warnings covering millions of people and alerts aimed at comparatively small areas is one of the system's most significant features.
What emergencies could trigger an alert in the North East.
The Government says Emergency Alerts can be issued during life-threatening situations including severe flooding, extreme storms and wildfires.
For Newcastle and communities elsewhere in the North East, the precise reason for a future warning would depend on the emergency and the geographical area at risk.
Alerts can only be issued through authorised emergency services, Government departments, agencies and public bodies dealing with emergencies.
That also provides a useful way of identifying potential scams. The official Emergency Alerts service will not email people asking for personal details.
If a supposed emergency warning asks you to enter passwords, banking information or other sensitive details, it should immediately raise suspicion.
Can people turn Emergency Alerts off.
Emergency Alert settings can be changed on many smartphones, although Government advice is to leave them switched on for personal safety.
There are circumstances where disabling them can be important. Safety organisations have previously highlighted the risk to people who keep a hidden mobile phone because of domestic abuse, since an unexpected siren could reveal the existence of the device.
Settings vary according to phone manufacturer and software, but users can generally search their device settings for "emergency alerts" to find the available controls.
For most users, however, keeping alerts enabled provides an additional warning system when serious incidents develop.
How prepared are people for a major emergency.
Government research suggests there remains a substantial gap between concern about emergencies and active preparation.
The UK Public Survey of Risk Perception, Resilience and Preparedness 2025 questioned more than 10,500 people. Some 66% believed the number of emergencies or disasters affecting Britain would increase during the next decade.
However, only 19% recalled seeing or hearing information during the previous 12 months about actions they could take to prepare for emergencies.
Among those who had encountered preparedness advice and remembered where they saw it, 63% said they acted on that information.
The same research found 66% of respondents had enough non-perishable food at home to last their household approximately three days, while 48% reported having enough to last around seven days.
The figures suggest an Emergency Alert could sometimes be the first moment many people seriously consider how they would respond to a major incident.
What should you do when an alert sounds.
The first thing is to read the message rather than immediately dismissing it.
A genuine alert should explain the nature of the emergency and provide instructions. Those instructions could involve avoiding an area, remaining indoors, changing travel plans or taking another action designed to reduce risk.
If you are driving when an Emergency Alert arrives, Government guidance says you should not read or respond to it while driving. Find somewhere safe and legal to stop before checking the message.
For Newcastle residents, an alert may initially be startling, but that distinctive sound serves a purpose.
The system is essentially a modern public warning siren carried around in millions of pockets. Instead of requiring authorities to know exactly who you are or where you live, mobile masts can rapidly broadcast potentially life-saving information to compatible phones in the area where it matters.
